Emergency Planning & Preparedness

Plains Midstream Canada has comprehensive emergency preparedness and response programs in place designed to deliver a thorough and successful response.

Emergency Planning

The safety and protection of the public, employees, contractors, the environment and our assets are top priorities for PMC's Emergency Management Program (EMP). The four pillars of our EMP include prevention and mitigation, preparedness, response and recovery.  PMC is focused on ensuring all risks/hazards are identified, and that employees and management are capable of responding quickly and safely to an unplanned event.

Through this overarching program, PMC co-ordinates all Emergency Response Plans (ERPs) and first responder activities for our regulated pipelines and facilities. PMC has federally and provincially governed ERPs and has established site-specific and tactical plans for our areas of operation deemed to be critical.

ERPs are required by regulation and must include a public awareness component to inform landowners and communities of what actions to take in the case of an emergency. All of our ERPs include:

  • Criteria for assessing emergency situations
  • Procedures for mobilizing response personnel and applicable agencies
  • Methods for establishing communication and coordination between PMC and applicable agencies
  • Information about potential hazards identified in our operations
  • Stakeholders with potential to be affected by an incident

Through our Public Awareness program, we reach out to thousands of stakeholders each year who may be affected by our operations. For example, on an annual basis, residents that are directly affected by our right-of-ways receive information about pipelines in their area, emergency response procedures, product information, how to recognize a leak and contact information for additional information. Emergency Preparedness

We routinely test our employees’ emergency preparedness through regulated full-scale and table-top deployment exercises, which allow us to minimize potential impacts to the environment, the communities in which we operate and our customers. These regulated full-scale deployments are mandatory for each pipeline system every three years with table-top exercises executed annually.

Full-scale deployments are opportunities for us to practice the procedures outlined in our Emergency Response Plans and identify areas for improvement. It is also a chance for field staff responding to the emergency drill to work closely with Calgary head office employees and solve problems which may arise from unplanned events.

After an emergency exercise is completed, participants discuss what went well and areas for improvement. These “lessons learned” then become items which we use to improve our emergency response efforts.

To support PMC's EMP and Emergency Response Plans (ERPs), more than 400 employees, from field technicians to senior executives, have been given emergency response training appropriate to their positions.
