Manager, Rail Scheduling

Plains Midstream Canada (PMC) has an immediate opening for a Manager, Rail Scheduling to be based out of our head office in Calgary, Alberta. This newly-defined position will report to the Director, Bulk Commodities Transportation and will be responsible for the standardization of efficient and effective rail scheduling with defined process controls for all rail freight scheduling activities.  PMC is implementing RightAngle, a new Commodities Trading and Risk Management system as the foundation of the Crude/NGL commercial business activities.   The Manager, Rail Scheduling will centralize all of the functions of the crude, condensate and LPG railroad Schedulers, with a strong focus on the development of a robust process that will drive standard scheduling practices across PMC facilities.

Responsibilities:

  • Direct-line responsibility for Crude, Condensate and LPG Rail Schedulers in the Calgary office;

  • Centralize the communication, interaction and reconciliation of all RightAngle rail freight activities as this system evolves into the LPG/Condensate/Crude business activities;

  • Centralize rail documents for successful rail scheduling such as SCRS, Railinc data information, facility fact sheets, addressee/consignee files, contact listings, railway accessorial fees, etc.;

  • Develop a scheduling Manual with standardized processes for all rail scheduling and service activities, ensuring that all Schedulers are trained and then follow the company processes, with KPI tracking of same;

  • Centralize the interaction between Schedulers regarding orders, order changes, inbound pipeline and cavern volumes, rack coordination and yard space available for empty/loaded cars;

  • Centralize service management becoming the central point of contact to resolve service issues escalated from Schedulers/Operations groups or from our joint venture relationships;

  • Develop a reporting methodology providing the data needed to meet quarterly/annually with the rail providers to discuss DOW service performance and requirements, seasonal increases in volumes, systemic service failures, etc.;

  • Development of a bonus system based on KPIs and measuring performance of the scheduling activities;

  • Optimization of the rail car movements (loaded and empty) between the butane and propane teams;

  • Monitor carload volumes by OD to ensure MVC’s are met; and

  • Develop and track standard service metrics by facility and link railway service failures to the ancillary dispute process; investigate root cause of service failures and meet with the railways to discuss railway plan to mitigate future service failures (i.e., increasing DOW service, operational changes, etc.).

Qualifications:

  • A Bachelor's Degree in a related field;

  • 10+ years progressive experience with rail car transportation with an extensive background in pipeline logistics and/or processing operations;

  • 5+ years leadership experience with the a

  • Excellent verbal and written communication skills with the ability to influence and motivate others;

  • Must embrace a practical and pragmatic approach to management systems with a strong focus on outcomes;

  • Strong computer skills and working knowledge of RightAngle, Geometrics, Microsoft Excel, Microsoft Word and other Microsoft products; and

  • A team player who thrives in a busy environment with multiple priorities willing to go above and beyond regular duties to achieve team goals and deadlines.
